The statewide office, through a fulltime FAS prevention coordinator, shall:  1) Coordinate input into FAS prevention activities by:  a) Holding quarterly meetings of a statewide FAS Prevention Stakeholders meeting, plan and develop agenda for meetings with its  chair, inform members and interested parties of the meetings, and assure that minutes are taken and distributed; b) Identifying and recruiting, together with the FAS committee, appropriate new members; c) Utilizing telephone and/or video conferencing for committee meetings to allow additional participation.  2)  Apply to present about New Mexico FAS Prevention Program and its achievements to at least one national FAS conference.  3) Facilitate implementation and annually update the Statewide Action Plan for FAS Prevention.  Review and discuss implementation activities for the plan at each FAS advisory committee meeting.  Add at least one new policy initiative on FAS/ARBD to the Plan by December 2003 and support programs and efforts of FAS council members.   Include updated plan in final report by 12/31/03.  4) Participate actively in existing state coalitions whose agendas have relevance to FAS prevention issues in order to coordinate FAS/ARBD prevention efforts and to  minimize duplication of efforts.  Example coalitions include, but are not limited to, the Birth Defects Prevention Task Force, The New Mexico Partnership for Healthier Communities, ARC of New Mexico, Tobacco-Free New Mexico, Healthier Schools Coalition, and others that could lead to the prevention of Fetal Alcohol Syndrome.  5) Provide current information, materials and resources on FAS and ARBD to the general public and to professionals upon request.  Provide technical assistance as requested to agencies, organizations, local projects, committees, councils and communities regarding FAS prevention strategies.  Collaborate with the UNM Center for Development and Disability to maintain and update an FAS Resource Library of newsletters, videos and books which books that are available to the public on loan.  Continue to provide information to existing statewide clearinghouses and monitor and report on usage related to FAS information.  6) Collaborate with the Behavioral Health Services Division, Department of Health, in its planning and implementation of a statewide public awareness media campaign targeting pregnant women, emphasizing the message that pregnant women come first when seeking treatment services for alcohol or other substance abuse.  7) Coordinate limited activities of New Mexico/EDC task force to include participation in designated planning meetings, selection of ten FAS trainers for national school curriculum project, provision of orientation to trainers, and post training review with trainers.  8) Participate, together with Office of Disability and Health (ODH) staff, UNM CASAA staff and BRFSS coordinator, in discussion of inclusion of one or more FAS questions in the Behavioral Risk Factor Surveillance Survey (BRFSS). Discuss feasibility, cost, and usefulness of data collection in context of previously gathered BRFSS data on FAS.  9) Provide training, materials and consultation to the proven peer education prevention program on substance abuse and through the GRADS Program to include at least two regional trainings of GRAD students in New Mexico.  10) Develop and submit an evaluation plan for all program components that do not already have evaluation components utilizing expertise of UNM-CASAA evaluation consultants.,  Submit already developed evaluation plans for other project activities.,  Plan to be reviewed and approved by the Office of Disability and Health by October 1, 2003.
